Texas Rep. Sheila Jackson Lee reintroduced the "Justice Exists for All of Us Act" and if it passes, states that fail to follow these guidelines will be penalized by a 20 percent cut in federal funding.

The dog’s owner says the officer used unnecessary force by killing his dog, which was only trying to protect his master. However, the Hawthorne Police Department states that the action was taken in order to protect both the officers and the dog's owner.
