Portland, OR -(AmmoLand.com)- The anti-breeder New Jersey Senate Bill 63 is back and needs your opposition.
Under our current Consumer Protection Law, “pet dealers” are defined as, “…any person engaged in the ordinary course of business in the sale of cats or dogs to the public for profit or any person who sells or offers for sale more than five cats or dogs in one year.” Most home-based dog breeders fall into this category unless their breed has unusually small litters.
In its latest version, S63 would expand both the responsibilities and the prohibitions that pet dealers would have to comply with in order to be legal in NJ. In fact, it creates a Catch 22 situation that small home-based breeders would not be able to comply with.
Section 3 of P.L.2015, c.7 (C.56:8-95.1) shows the amended language. The bill requires USDA licensing for breeders that the USDA will not license. It requires favorable inspection reports that will never exist. It requires that pet dealers comply with the current state regulations regarding shelters, pet stores, shelters, and pounds. Those regulations were not written for a home, but rather a kennel situation. In short, it will destroy the best breeders in the state leaving consumers who desire a purebred dog with no choice but to search on the Internet for the breed they prefer, rather than being able to find a local breeder that they can build a relationship with. In fact, a small breeder would not even be able to legally keep a puppy from their own litter, if they are not USDA licensed.
This is a dangerous bill and would be devastating to breeders and dog owners alike. Where will you get your next, best dog? This bill could be heard as early as Monday, September 19 in the Assembly Agriculture & Natural Resources Committee. Please contact the Committee and urge them to oppose this bill.
It is imperative that you contact members of the Assembly Agriculture & Natural Resources Committee today and urge them to oppose this legislation that gravely threatens the future of dog breeding in New Jersey.
