Autopsy results released this week by the Oklahoma medical examiner shows the unarmed man who was fatally shot by a Tulsa cop last month had PCP in his system at the time of his death.
Officer Betty Jo Shelby originally responded to a call about a car sitting in the middle of the road unattended. When Shelby arrived on the scene, she found Terence Crutcher, 40, wandering around speaking incoherently, but refusing to answer any of her questions. Shelby, who had previously undergone drug recognition training, suspected from the beginning of the encounter that Crutcher was under the influence of PCP, which can cause odd and erratic behavior, anxiety, panic and hallucinations.
Shelby said she feared for her safety after Crutcher made his way back to his vehicle and appeared to reach in through the window, all the while continuing to ignore commands, refusing to answer questions and speaking incoherently. The officer opened fire on Crutcher, striking him twice in the chest.
Crutcher died after both lungs were pierced and Shelby now faces charges for first-degree manslaughter, after the state prosecutor determined her reaction to Crutcher was unreasonable.
